As the current pandemic was bearing down on the world, Google and Apple fielded a number of calls from global public health officials inquiring about how their technologies and platforms could be leveraged to assist in understanding the spread of the disease and to assist in limiting its spread. Google and Apple, together, created an exposure notification framework for their Android and iOS devices with explicit privacy protections. In Canada, after many months of intense collaboration across different government departments, levels of government and privacy regulators, the national Canadian COVID Alert app using that same framework launched this summer and has been steadily adding new provinces to the list where Canadians can report a positive diagnosis through the app. This panel will discuss their experience from building a global framework, to launching a national app, the challenges they faced in advocating for and adopting privacy-by-design, and some of the trade-offs that were made as a result.
