Public Sector & Municipal Law: Small but Mighty: Sustainable Living Through Municipal Regulation
As the threat of climate change continues to amplify, the need for drastic emissions reductions becomes ever more imperative. As the smallest level of government, the role of cities to fight this colossal challenge can often be overlooked. Yet, despite limits to their powers, the vast majority of global emissions are now produced in cities, meaning municipal regulation on the environment has the potential to accelerate the transition to sustainable living. This presentation will explore the scope of municipal authority to regulate the environment, including questions like whether and to what extent cities have authority to act concurrently with other levels of government, whether cities enjoy independent jurisdiction in any of the areas they regulate, how chartered cities differ from regular municipalities, and most importantly, what actions Canadian cities can take to meaningfully reduce their emissions
