The Report of the Honourable Frank Iacobucci into First Nations representation on Ontario juries considers and provides immediate practical suggestions to increase representation. It also addresses head-on the “undeniable fact” that the “deep and systemic” problem of improving representation of First Nations peoples on juries is “inextricably connected with problems arising from the justice system’s treatment of First Nations generally.”
Is the Report a watershed moment that will bring “substantive and systemic changes” to the justice system which could restore First Nation faith in Ontario juries? Or will it “gather dust on the shelf” and be yet another call to action that history concludes went unheeded?
