Reflections on RCAP:
Canada’s Commitment to a Renewed Nation-to-Nation Relationship with Indigenous People

Conference Chairs:
Joëlle Pastora Sala and Michael Jerch
In 1996, the Royal Commission on Aboriginal Peoples (RCAP) provided a roadmap for renewing and rebuilding fair and honorable relationships between Indigenous and non-Indigenous people in Canada. The Commission stressed that the conditions of Indigenous people throughout Canada must be improved.
Twenty years later, the issues identified by the RCAP continue to be relevant and pressing in Canada. Indigenous people are overrepresented in prisons and child welfare, and they face unequal access to education, health and justice.
Prime Minister Trudeau recently stated that “no relationship is more important to me and to Canada than the one with First Nations, the Métis Nation and Inuit.”
The 2017 Aboriginal Law Conference is an opportunity to reflect on the progress made on renewing Canada’s nation-to-nation relationship with Indigenous people during the past 20 years, and the work that is needed going forward.
Topics will include:
• The 35th anniversary of Section 35 of the Constitution Act, 1982 – Taking stock of the constitutional rights of Indigenous peoples in Canada.
• The Truth and Reconciliation Commission – How the legal profession can respond to the Commission’s call to action for ensuring appropriate cultural competency training and providing education on the history of Indigenous peoples to lawyers, law societies, law schools and public servants.
• United Nations Declaration on the Rights of Indigenous Peoples – How will Canada’s support of the Declaration align with the 94 “Calls to Action” of the Truth and Reconciliation Commission?
