This presentation will cover the jurisdiction of each level of government for cannabis legalization, including the regulations adopted by the federal government for cannabis production, provincial responsibility for sales and consumption, and government authority and regulation in British Columbia. Sara Dubinsky will focus on areas of concern from local government and administrative law, methodologies and issues related to regulating cannabis production, sales and consumption in BC.

Sara Dubinsky is a local government litigator who provides legal opinions on a wide variety of issues, with an emphasis on cannabis, bylaw enforcement, conflicts of interest and freedom of information. She has provided legal advice and information on cannabis issues to over 55 local governments and agencies, primarily in British Columbia. She is counsel of record in more than a dozen cannabis cases in Abbotsford, Campbell River, Chilliwack, Delta, Richmond and the District of Kent, and she regularly presents on the topic of cannabis at seminars, conferences and continuing education events for lawyers, planners, bylaw enforcement officers and other local government officials.
