Stephan Luciw, Legal Director, Legal Services Branch, Ministry of Attorney General (Ontario) (Former seconded International Fellow at the Organisation for Economic Co-operation and Development)
Stephan Luciw is a lawyer having earned a law degree, a Masters in Law degree specializing in International Trade and Competition Law, and a Masters in Public Administration from Schulich School of Business. During his career, Stephan has worked in both the private and public sectors, and at the provincial, national and international level.
Stephan began his career with a Canadian national law firm, where he practiced for 3 years. While practicing law, Stephan acted in a wide variety of competition and corporate/commercial matters. Following private practice, Stephan worked for the Competition Bureau of Canada for 15 years. During his time at the Bureau, Stephan worked in both consumer affairs and the criminal matters Branches, ultimately reaching the position of Assistant Deputy Commissioner. His work in these areas has included cases involving false and misleading representations, deceptive telemarketing, mass marketing fraud and ordinary selling price issues, as well as the supervision and investigation of numerous criminal cartel cases dealing with bid-rigging, market allocation and price fixing. Stephan has been a frequent lecturer at universities (law and business schools), bar association conferences and stakeholder programs.
In 2016, Stephan was seconded to the Organization for Economic Cooperation and Development (OECD) in Paris where he was an international fellow working in the Competition Division on a peer review project, and also was embedded within a national agency with a focus on technical assistance. Stephan has presented at numerous OECD workshops, with a focus on competition enforcement.
Following his time at the Bureau, Stephan worked at the Independent Electricity System Operator as the Director of Enforcement and Legal, and then as General Counsel to the Office of the Integrity Commissioner of Ontario. Currently, Stephan is the Legal Director with the Ministry of Attorney General, seconded to the Ministry of Environment, Conservation and Parks where he oversees the largest seconded group of lawyers that support all areas of responsibility for the Ministry.

Beatrice Maille, Legal Adviser and First Secretary to the Permanent Mission of Canada to the United Nations in New York
Béatrice Maillé is Minister-Counsellor and Legal Adviser at the Permanent Mission of Canada to the UN. She recently had the pleasure to serve as Senior Legal and Team Leader on UN Reforms, Budget and Legal Affairs in the Office of the President of the 74th Session of the United Nations General Assembly. Previously, as a career diplomat, Ms Maillé served as the Director General Legal Affairs and Deputy Legal Adviser at Global Affairs Canada. She held other senior positions including Executive Director, Criminal Security and Diplomatic Law and Director General, Consular Policy Bureau.
Ms Maillé served at the Permanent Mission of Canada to the United Nations, New York; the Embassy of Canada to the United States, Washington DC; as well as to the Embassy of Canada to the Kingdom of Belgium, with accreditation to Luxembourg, Brussels. She also served as the Deputy Permanent Observer to the Council of Europe in Strasbourg. She holds a Master from the Elliott School of International Affairs of George Washington University, a Maitrise in International Law from Aix-Marseille III as well as law degrees (BCL and LLB) from McGill University. Ms Maillé was a successful litigation attorney at the firm Robinson, Sheppard, Shapiro senc. in Montreal, Quebec before she joined the Department of Foreign Affairs and International Trade. Ms Maillé speaks French (native) and English.
Rachel Lauder, Global Affairs Canada Legal Services
Rachel Lauder is an Articling Student at the Trade Law Bureau at Global Affairs Canada, where she previously interned, working on various WTO cases as well as bilateral trade panel disputes, such as the CPTPP and CUSMA. Rachel has worked for the department for the last four summer terms.
Most recently, Rachel has interned in the Hague at the Embassy of Canada to the Kingdom of the Netherlands, permanent mission to the International Criminal Court, International Court of Justice, and Organization on the Prohibition of Chemical Weapons. The majority of her legal work included issues pertaining to crimes against humanity, genocide, and immunities in ongoing cases concerning Russia and Ukraine (ICC and ICJ), Myanmar and Gambia (ICJ), and Iran and the US (ICJ). Rachel obtained her J.D. from the University of New Brunswick in Fredericton, followed by an LL.M in international law at the Graduate Institute in Geneva, Switzerland. Her professional interests include various aspects of public international law, international human rights, international trade, international criminal investigations, sustainable development, and climate action.
