Municipalities handle vital services, but increasingdemands, tight budgets and limited staff can make maintaining financial controls a challenge. And that makes them a prime target for fraud.
In this webinar, experts from MNP examine a case in which a Manitoba municipality suffered significant losses from the embezzlement of the then Chief Administrative Officer. This is a case of trust and guardianship, where a lack of segregation of duties and elaborate fraudulent schemes allowed the fraud to go undetected for over a year. We'll look at some of the schemes employed, from hiring nonexistent cyber investigators tocreating false bank statements and accessing data systems through third-party accounts, which contributed to losses of over $500K. We'll also discuss the three common types of municipal fraud, and the prevention and detection tools that could have mitigated some of the losses in this case.
This session will provide valuable insights into the vulnerabilities municipalities face, and offer actionable steps to prevent and detect fraud effectively.
