
Bill 23 – the Professional Governance Act

On May 11, 2022, Bill 23 – the Professional Governance Act passed its second reading in the Alberta legislature. The Bill, which was announced by the government on May 2, 2022, would represent a significant change to the professional regulatory regime currently in place in Alberta. Bill 23 would create a single governance and professional disciplinary regime for 22 non-health professional regulatory organizations that are currently governed by a wide variety of enactments and regulations. There are 22 organizations impacted, including the Association of Professional Engineers and Geoscientists of Alberta, the Chartered Professional Accountants of Alberta, the Alberta Veterinary Medical Association, and the Alberta Association of Architects. Though Bill 23 did not receive a third reading in 2022, the newly-elected government has rekindled its intent to enact the Professional Governance Act in the near future.
